1. COMCA Wallet Terms

1.1 Definitions

“Credits” – non-cash digital units stored in a user’s COMCA Wallet and spendable only within COMCA.

“Wallet” – the user’s COMCA account balance containing Credits.

“Earnings” – real-money proceeds from marketplace sales, payable to sellers via Stripe Connect.

“Stripe” – Stripe Payments Australia Pty Ltd, COMCA’s payment processor.

1.2 Nature of COMCA Credits

COMCA Credits are a prepaid digital balance used exclusively to purchase items and services within COMCA.

Credits:

  • are not Australian currency
  • are not electronic money
  • are not redeemable for cash
  • are not transferable
  • do not represent funds held on trust
  • do not constitute a stored-value facility under APRA or ASIC regulations
  • do not create any banking, investment, or financial services relationship

Credits exist solely to facilitate purchases within COMCA.

1.3 Purchasing Credits

Users may purchase Credits using supported payment methods processed by Stripe.

Stripe Fees

Stripe charges a processing fee (including GST). COMCA passes through Stripe’s cost of acceptance in accordance with Australian surcharging laws. This fee is added on top of the Credit purchase amount.

Finality

All Credit purchases are final and non-refundable, except where required under Australian Consumer Law.

1.4 Use of Credits

Credits may be used to:

  • purchase items listed on COMCA
  • pay COMCA service fees
  • pay COMCA storage or processing fees

Credits cannot be:

  • withdrawn
  • redeemed for cash
  • refunded as cash
  • transferred to another user
  • used outside COMCA
  • converted into seller earnings

Credits are consumed at the time of purchase.

1.5 No Conversion to Cash

Credits cannot be converted into withdrawable funds under any circumstances.

Prohibited behaviours include:

  • purchasing your own items
  • circular transactions designed to extract Credits as cash
  • refund manipulation

COMCA may reverse transactions or suspend accounts involved in such activity.

1.6 Refunds for Credit Purchases

If a purchase made using Credits is refunded:

  • the refunded amount is returned as Credits, not cash
  • refunds do not increase a seller’s withdrawable balance
  • Stripe fees may not be refundable depending on Stripe’s policies

1.7 Account Closure

If a user closes their COMCA account:

  • any remaining Credits are forfeited
  • Credits are not redeemable for cash
  • Credits cannot be transferred

1.8 Fraud, Abuse & Adjustments

COMCA may adjust Wallet balances to:

  • correct errors
  • prevent fraud
  • reverse invalid transactions
  • comply with legal obligations

COMCA may suspend or terminate accounts involved in fraudulent or abusive behaviour.

1.9 Changes to Wallet Terms

COMCA may update these Wallet Terms at any time. Continued use of the Wallet constitutes acceptance of updated terms.

2. Stripe Fee Disclosure (Required Under Australian Law)

2.1 Stripe as Payment Processor

All card payments on COMCA are processed by Stripe Payments Australia Pty Ltd.

2.2 Stripe Fees

Stripe charges:

  • Domestic cards: 1.75% + $0.30 + GST
  • International cards: 3.5% + $0.30 + GST
  • Chargebacks: $15 per dispute

COMCA passes through Stripe’s cost of acceptance in accordance with Australian surcharging laws.

2.3 Surcharge Transparency

The Stripe fee is added on top of Credit purchases and checkout payments. COMCA does not charge more than its actual cost of acceptance.

3. Seller Payout Terms

3.1 Earnings

Sellers earn real-money proceeds (“Earnings”) when buyers purchase their items.

3.2 Payout Method

All payouts are processed via Stripe Connect to the seller’s nominated bank account.

3.3 Availability of Funds

Funds may be subject to:

  • Stripe’s payout schedule
  • Stripe’s risk reviews
  • dispute holds
  • chargeback holds

3.4 Fees

Stripe fees and COMCA marketplace fees are deducted from seller Earnings before payout.

3.5 Credit Purchases

When a buyer uses Credits:

  • the seller receives AUD Earnings
  • Credits do not become withdrawable funds
  • sellers cannot withdraw Credits

4. Refund & Dispute Policy

4.1 Refunds for Credit Purchases

Refunds for purchases made using Credits are returned as Credits, not cash.

4.2 Refunds for Cash Purchases

Refunds for cash purchases are returned to the original payment method, subject to Stripe’s policies.

4.3 Chargebacks

If a buyer disputes a transaction:

  • Stripe may freeze funds
  • COMCA may adjust seller Earnings
  • COMCA may reverse transactions
  • sellers may be liable for Stripe’s $15 dispute fee

4.4 Fraud & Abuse

COMCA may suspend accounts involved in:

  • fraudulent transactions
  • credit manipulation
  • self-purchases
  • circular payouts

5. Payment Terms

5.1 Payment Processing

All payments are processed by Stripe. By using COMCA, users agree to Stripe’s terms and privacy policy.

5.2 Surcharging

COMCA passes through Stripe’s cost of acceptance in compliance with Australian law.

5.3 GST

Stripe fees include GST. COMCA fees may include GST where applicable.

5.4 Failed Payments

If a payment fails:

  • Credits are not issued
  • orders may be cancelled
  • COMCA may recover outstanding amounts

6. Privacy & Data Handling (Stripe Section)

6.1 Payment Data

Stripe collects and processes payment information, including:

  • card details
  • billing information
  • fraud-prevention data

6.2 Overseas Storage

Stripe may store data overseas, including in the United States.

6.3 COMCA Access

COMCA does not store full card numbers. COMCA receives limited payment metadata from Stripe.
