COMCA Credits, Wallet & Payouts

This COMCA Credits, Wallet & Payouts Policy (Policy) forms part of the COMCA Master Terms & Conditions and applies to all users who hold or use COMCA Credits, maintain a Wallet balance, or receive Seller Earnings. By using COMCA Credits or the Wallet, you agree to this Policy.

1. Definitions

Terms defined in the COMCA Master Terms & Conditions have the same meaning in this Policy.

"COMCA Credits" or "Credits" means prepaid digital tokens issued by COMCA that can be used solely to pay for COMCA services (including listing, submission, storage, scanning, and fulfilment fees) and to purchase items listed on the COMCA marketplace.

"Wallet" means the in-platform balance that records a user's current Credits holding.

"Seller Earnings" means real Australian dollars (AUD) earned by a seller from the sale of items on COMCA, net of applicable fees, after COMCA has collected and processed payment from the buyer.

"Stripe Connect" means the third-party payment processing service operated by Stripe, Inc., used to disburse Seller Earnings to sellers.

"ACL" means the Australian Consumer Law as set out in Schedule 2 of the Competition and Consumer Act 2010 (Cth).

2. Nature of COMCA Credits

2.1 COMCA Credits are a prepaid digital service token. Credits are not money, currency, legal tender, a financial product, a stored-value facility, or a facility for making payments to third parties.

2.2 Credits do not constitute a deposit, e-money, or any other regulated financial instrument under Australian law, including the Banking Act 1959 (Cth), the Corporations Act 2001 (Cth), or the Anti-Money Laundering and Counter-Terrorism Financing Act 2006 (Cth).

2.3 COMCA is not a bank, an authorised deposit-taking institution, an Australian Financial Services Licence (AFSL) holder, or a provider of a Stored-Value Facility regulated by the Australian Prudential Regulation Authority (APRA).

2.4 Credits carry no monetary value outside the COMCA platform and confer no rights against COMCA other than the right to use them for permitted purposes as set out in this Policy.

3. Permitted Use of Credits

3.1 Credits may only be used within the COMCA platform for the following purposes:

  • paying COMCA service fees (listing, submission, storage, scanning, fulfilment, and similar fees);
  • purchasing items listed for sale on the COMCA marketplace.

3.2 Credits have no use outside the COMCA platform. No third party is obliged to accept Credits as payment for any goods or services.

4. Restrictions on Credits

4.1 Credits cannot be redeemed for cash, withdrawn to a bank account, or otherwise converted into money by any means.

4.2 Credits cannot be transferred, gifted, sold, or traded to another user or any third party.

4.3 Credits cannot be used to pay any person or entity outside COMCA.

4.4 Any attempt to sell, transfer, or convert Credits outside these Terms is void and may result in account suspension.

5. How Credits Work in a Purchase

5.1 When a buyer uses Credits to purchase an item on COMCA, the Credits are consumed by COMCA upon completion of the transaction. Credits are not transferred to the seller.

5.2 The seller receives Seller Earnings in AUD, funded by COMCA from its own revenue. The seller's entitlement is to Seller Earnings (real money), not to the buyer's Credits.

5.3 This structure means that at no point do Credits pass between users. COMCA intermediates the transaction and bears sole responsibility for disbursing Seller Earnings.

6. Conversion of Seller Earnings to Credits

6.1 Sellers may elect to convert their Seller Earnings into Credits.

6.2 This conversion is one-way and final. Once Seller Earnings have been converted to Credits, they cannot be reconverted into Seller Earnings, AUD, or any other monetary form.

6.3 COMCA strongly recommends that sellers carefully consider this election before converting, as no reversal is available.

6.4 Seller Earnings that have not been converted to Credits remain withdrawable in AUD, subject to clause 7.

7. Withdrawal of Seller Earnings

7.1 Only Seller Earnings (real AUD from item sales) are withdrawable. Credits are not withdrawable under any circumstances.

7.2 Withdrawals of Seller Earnings are processed via Stripe Connect and are subject to:

  • completion of Stripe's identity verification (KYC) process;
  • fraud and risk screening by Stripe and COMCA;
  • applicable compliance and AML/CTF checks;
  • Stripe's payout schedule and terms of service.

7.3 COMCA may place holds on Seller Earnings where fraud is suspected, a chargeback is pending, or compliance requirements apply.

7.4 COMCA is not responsible for delays caused by Stripe or third-party payment processors.

8. COMCA Does Not Hold Customer Funds

8.1 COMCA does not hold customer funds in a pooled account or act as a payment intermediary for the purposes of the Payment Systems (Regulation) Act 1998 (Cth) or any equivalent legislation.

8.2 All real-money movement (top-up receipts and Seller Earnings disbursements) is processed by Stripe. COMCA does not receive or hold funds on behalf of buyers or sellers beyond what is incidental to ordinary commerce.

8.3 Credits represent a prepaid entitlement to COMCA services, not a deposit or stored monetary value held by COMCA on the user's behalf.

9. Refunds & Consumer Rights

9.1 Credits are non-refundable once purchased, except to the extent that a refund is required by the ACL or another non-excludable right.

9.2 Nothing in this Policy limits, excludes, or modifies any right or remedy available to you under the ACL that cannot lawfully be excluded or modified.

9.3 Where a refund is required by law, COMCA will issue the refund to the original payment method used to purchase the Credits.

10. Expiry & Account Closure

10.1 Credits do not expire while your account remains active.

10.2 If your account is closed or terminated, any remaining Credits will be forfeited unless otherwise required by the ACL.

10.3 COMCA reserves the right to cancel Credits held in accounts that have been suspended for fraud, abuse, or policy violations, without compensation.

12. Changes to This Policy

12.1 COMCA may update this Policy by posting a new version on the website.

12.2 Continued use of Credits after the effective date of any update constitutes acceptance of the updated Policy.

12.3 Material changes will be notified via the platform or by email where reasonably practicable.
